Vice President, Global Government Relations (Finance)
Overview The Vice President, Government Relations is responsible for monitoring Government policies worldwide, identifying risks and opportunities, and influences policy to support Shionogi's corporate interests. This role supports the development and implementation of Global Government Affairs strategy related to income generation and preservation, as well as goals that enhance Shionogi's corporate reputation. This includes but is not limited to identifying opportunities from the US and other Governments for non-dilutive funding for R&D projects and procurement opportunities.The Vice President will lead and coordinate activities globally with a strong focus on the US. This role works closely with regional and country Government Affairs colleagues in support of business objectives. Additionally, the VP is responsible for effectively identifying, contracting, and managing external consultants to supplement internal capabilities. Responsibilities
Drive implementation of global government affairs strategies via strong working relationships with Shionogi Government Affairs colleagues located in key regions and countries
Manage external consultants to support policy activities, including monitoring and advocating as needed.
Identify legislative threats to and opportunities for Shionogi. Develop and implement appropriate response.
Develop and manage relationships with Government Agencies, Decision Makers and Staff.
Establish and maintain strong relationships with legislators, regulators, other policymakers, and their staff; travel as needed for meetings with officials.
Identify funding partners with goals that align with Shionogi's portfolio and product plans, leading to push/pull funding opportunities.
Identify opportunities for Government R&D collaboration, present plans, and oversee implementation.
Develop effective background information on elected officials and decision makers.
Schedule meetings and other events with legislators, and department and agency representatives and other specific decision makers while ensuring compliance with all lobbying reporting requirements.
Develop a strong understanding of Shionogi's goals and philosophy.
Develop a strong understanding of Shionogi products in development and of those actively marketed.
Effectively communicate with internal stakeholders; build and foster relationships with many cross-functional teams such as Commercial, Contract Strategy and Legal, Sales, Account Management, Product Brand Teams, Compliance, Contract Operations, , Government Pricing (CMS), Customer Service, Global Financial Services, Corporate Finance, Business Analytics.
Partner with the business to integrate government affairs into the business strategy and business planning process.

Minimum Job Requirements
Bachelor's Degree in a relatable major; a post graduate degree is desirable.
12 years of relevant lobbying experience, including substantial experience with R&D programs funded by the US DOD or HHS, such as BARDA, NIH, and CDC, and ideally equivalent organizations outside the US.
History of building government affairs capabilities, including relationships with appropriate decision makers and their staffs; acting as an advocate for company's mission and products; negotiating, executing and managing contracts.
Should have substantial experience with R&D programs funded by the US DOD or HHS - including BARDA, NIH, and CDC, and ideally equivalent organization outside the US.
Should offer strong knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplements (DFARS), Cost Accounting Standards, (CAS), Office of Management & Budget (OMB), Uniform Guidance and Defense Contract Audit Agency (DCAA) audit requirements.
Ability to communicate Shionogi's history, philosophy and values to US Government representatives and elected officials.
Strong executive presence with ability to command respect with both external and internal stakeholders.
Sound business judgment and analytical skills combined with an ability to translate business objectives into public policy goals.
Must demonstrate comfort and successes working in an environment with evolving goals, and exhibit patience and an aptitude to overcome obstacles as they arise, and ambition to get things done.
Comfortable working in fast-paced, unpredictable environment and with diverse staff and external stakeholders.
Excellent verbal / presentation and written and communication skills.
Positive, solution-based approach to challenges.

This position has significant managerial and decision-making authority.
Ability and willingness to travel approximately 25% of the year both domestically and internationally
Must live a commutable distance to Washington D.C. and available to travel to our US Corporate Headquarters in Florham Park, NJ.

Individual pay is determined by several factors, which include but are not limited to: job-related skills, experience, and relevant education or training. The range does not include the comprehensive benefits, vehicle allowance, bonus, long-term incentive, or any additional compensation that may be associated with this role.
