Supervising Parking/Ordinance Operations Officer (Finance)
The County of Riverside's Facilities Management Department has an opening for a Supervising Parking/Ordinance Operations Officer. While this position will be based in Riverside, it will require travelling throughout Riverside County.
The selected candidate will plan, organize and supervise the operations of Riverside County vehicle parking structures and lots for visitors at various shows and events; determine, with producers of events, the vehicle parking demands and lots to be operated; coordinate traffic patterns to and from parking areas with Riverside County law enforcement agencies; schedule and supervise the work of all parking facilities personnel; train new employees in work procedures; supervise and inspect parking lot maintenance and repair work.
For the majority of the day, this will be a field-supervisor classification. However, managerial responsibilities will include planning policy and organizational direction for the County's Parking/Ordinance Operations. Examples include, but are not limited to, parking enforcement (issuing parking violations), job safety training; scheduling for parking enforcement officers and parking attendants; pe rformance management; preparing utilization reports; maintaining records; monitoring inventories and submitting supply and equipment requisitions.
Competitive candidates will have PC 832 Arrest and Firearms Course certification and knowledge of Ordinances and Code Enforcement.
MEET THE TEAM!
Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7,200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe, comfortable and productive for both county staff and the public.• Supervises, plans and directs County Parking Representatives and Parking Attendants who operate County-owned parking facilities; schedules daily assignments of the staff; trains, evaluates and motivates subordinates in all aspects of County parking facility enforcement and administration.
• Monitors the regulated use of various high-traffic County parking facilities; patrols parking areas and issues citations to illegally parked vehicles; ensures diligent, consistent and fair enforcement of parking regulations and County ordinances; monitors the use of temporary parking permits and maintains temporary permit register; approves parking passes issued to users for exceptions to standard policy; reports irregular or suspicious circumstances to the police department; may personally perform the more difficult or complicated tasks of Parking Representatives.
• Studies existing parking policies and procedures, analyzes procedural and/or technical problems and recommends organizational or procedural improvements to develop a more efficient operation; prepares and keeps current a parking enforcement procedure manual; directs and monitors the implementation of the manual and any procedural modifications resulting from changes in County, state or federal laws and/or regulations.
• Serves as a specialist and consultant for staff and management on complex California Vehicle Codes pertaining to parking, County Ordinances 626, 866, 792 and related regulations; prepares and submits plans, reports and records regarding parking policy and operation; provides information and assistance to management in the accomplishment of special projects and functions such as parking for County events.
• Answers questions from the public regarding County parking policy and ordinances; tactfully explains parking policy enforcement to parking violators, as required; refers matters requiring policy decisions to management for resolution.
• Investigates parking violations and vehicular damage, including taking statements from interested parties and photographs of improperly parked or damaged vehicles; coordinates with law enforcement agencies, as required; acts as the first level of appeal in contested citations; forwards appeals to management for final resolution, as required.
• Manages resources to meet staffing, office space and equipment needs; estimates supply and equipment requirements for budgetary purposes; performs safety inspections on parking patrol vehicles and schedules them for maintenance and repair; examines parking signs, stall markings and other parking lot fixtures for damage and coordinates with appropriate County personnel for maintenance and repairs.
• Attends Parking Committee meetings; as directed, participates in the County's Emergency Services unit and the South Coast Air Quality Management District in monitoring the parking component of the Ride Share Program.Experience
Three years of working in a parking facility, two years of which must consist of parking code enforcement. Up to six months of lead/supervisory responsibility may be substituted for an equivalent period of parking code enforcement experience.
Other Requirements
Possession of a valid California Driver License.
Knowledge Of
The California Vehicle Code, County Ordinance 626, 866, 792 and other related policies, procedures and regulations; motor vehicle safety; principles and practices of supervision; standard office equipment including copiers, calculators and computers with work-related software; administrative skills to include composing, editing, processing, submitting and filing reports, forms, correspondence and other documents; methods of receiving and recording payments of parking fees.
