ORGANIZATIONAL SUMMARY:
The USF Technology Transfer Office (TTO) is responsible for the identification, evaluation, development, protection and commercialization of intellectual property rights that result from USF research activities and from the activities of USF researchers in affiliated hospitals and other off-site facilities.
Clients of the department include USF faculty and staff researchers and innovators, industry and technology companies desiring to license USF technologies and VC and other investors interested in investing in USF technology innovation. The Incubation Program promotes, encourages, and enhances the research activities of USF System faculty, staff, and students, and brings together the strengths of the USF System and the region, providing a critical interface to move university and community research into the marketplace, stimulate high-tech and biotech industries, and create jobs. The Incubation Program is comprised of three components: USF CONNECT, the Tampa Bay Technology Incubator, and the Student Innovation Incubator. Clients are USF faculty, staff, and students; small business owners; and technology and economic development leaders in the community, especially representatives of government, business, and industry.
POSITION SUMMARY:
The Assistant Director of Finance & Operations reports directly to the TTO Director. They will assist in the daily administration and management of the department and ensure compliance with university, state, and federal policies and procedures associated with intellectual property (IP) and technology transfer. The incumbent has oversight over administration, human resources, compliance, and financial planning & analysis for Technology Transfer and Technology Incubator offices. They will facilitate the execution of non-exclusive licenses for the department and ensure licensee compliance with financial terms of agreements. He or she works closely with the departments' leadership teams. The incumbent will lead the fiscal operations team by establishing strategic optimization controls for the unit. The Assistant Director will have an in-depth knowledge of generally accepted accounting principles (GAAP) best practices and extensive experience with IP P&L business models.
RESPONSIBILITIES:
Directs all financial management for both departments, including the processing of patent invoices and payments as well as all other AP. Directs agreement compliance to assure that licensees meet their obligations, including monetary payments, under their agreement. Responsible for monitoring compliance with all obligations to the established regulations. Good stewardship over University resources; remaining up-to-date with changes in University, state, or federal policies and regulations ; Assures that the Minuet database system, is maintained and up to date. Responsible for generating reports and maintaining metrics. Oversees the preparation and distributes quarterly reports. Resources. Ensures timely and accurate administration of payroll, timesheets, certification, leave administration, travel, etc. ; follows the university's Affirmative Action Program plans, fulfilling reporting requirements; and participates in Diversity programs and activities.
Oversees, directs, and coordinates the operations team at TTO by planning and directing staff, budget administration, space allocation and design, equipment, workflow and operational philosophy. Provides short- and long-term planning of projects and activities. Oversees the development, evaluation or review of plans and criteria for a variety of activities. Assesses feasibility of proposed plans, projects, and equipment. Ensures that mandatory reporting deadlines are met keeping in mind academic and/or administrative priorities.
Manages all human resources matters for both departments in coordination with the AVP, Director and Associate Director. This responsibility includes developing and updating position descriptions, coordinating recruitment efforts including reviewing applicant qualifications, scheduling and participating in interviews and making hiring recommendations. In addition to recruitment efforts, this position is also responsible for facilitating salary increases, promotions, terminations, layoffs and complex disciplinary actions. Additional personnel duties include overseeing and ensuring timely and accurate administration of payroll, timesheets, certification, leave administration, travel ,etc.; maintaining the unit's Affirmative Action Program, fulfilling reporting requirements and participating in Diversity programs and activities.
Facilitates non-exclusive licenses from inquiry to final execution. Manages special projects assigned by the Director. Works collaboratively with department senior leadership team daily and will require travel when needed. Collaborates with internal and external parties to make sure the business objective are being accomplished. Ensures compliance management of license agreements. Verifies reporting elements are being monitored and met.
Supervises the day-to-day operations of assigned area including the supervision of department administrative and staff employees. Provides guidance and direction to staff involved in the business operation services unit.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree from a regionally accredited institution with a minimum of four years related exempt experience, including two years of supervisory experience.
PREFERRED:
Master's degree in business, finance or accounting with at least 5 years of experience in financial management. Experience working with higher education financial systems is preferred.Contract administration and management is a plus. An understanding of USF business, account and human resource systems and policies. (GEMS,FAST, Finance Mart,Bulls Market Place).
