Job Summary
Primary responsibilities include coordinating activities related to the pricing for contract changes for FAR and DFARS covered contracts. Responsible for managing and maintaining the Estimating System, including compliance with policies and procedures as well as, ensuring that contract changes are implemented and executed in accordance with contract requirements.. Provide guidance, supervision, and assistance to staff with direct oversight of contract modification pricing including coordination with the Procurement Department and t the Finance Department, as needed, for monitoring company compliance with all Government acquisition regulations and internal policies.
Coordinate the collection and accumulation of appropriate cost, contractual, schedule, and technical elements. Researches and analyzes specifications and calculates production costs using labor pricing schedules and historical data. Provides guidance to internal business teams on contract activity. Coordination with Legal, Procurement, Finance and business team disciplines for applicability and implementation of FAR clause requirements, development of performance metrics and associated contractual language, and resolution of contract issues and disputes. Assists in identification, development, and implementation of new contract policy and processes. Understand the business case and an appreciation of financial/analytical issues and profit and loss implications. This position provides exposure to all aspects of contract modification pricing in a corporate environment, including its operations and the complex regulatory environment which surrounds it.
Education & Experience
Required:
• Bachelor's degree in Business Administration, Finance, or Health Care Administration, or similar degree; OR equivalent experience
• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 5-10 years of contract management pertaining to DoD/DHA contract modification management
• Government change order and costing experience
• Strong Excel and PowerPoint Skills
• 3+ years of Supervisory Experience
Preferred:
• MBA
• Experience with quality programs (Six Sigma, Total Quality Management, Continuous Quality Improvement or other quality concepts)
Key Responsibilities
• Plans, organizes, and directs the activities of the Contract Modification pricing operations. Supervises and mentors other Contract Management staff performing internal controls, change order, and monitoring and reporting metrics. Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.
• Maintains thorough working knowledge of Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulations Supplement (DFARS), Veterans Affairs Acquisition Regulations (VAAR). Maintains a listing of all change orders and status (i.e. submitted, negotiated, etc.).
• Documents, validates, and explains cost estimates to project management, customers, and auditors.
• Reviews cost proposals prepared by others. Develops TriWest negotiation positions regarding Contract Modifications.
• Oversees and addresses any issues with compliance related to TriWest's Estimating System, FAR, DFARS, or VAAR compliance.
• Assists in analyzing the effectiveness of internal controls in place through testing and process review.
• Lead proposal teams, supports contract modification negotiating teams, participates with management on short and long term contract modification proposal planning, and may make internal and external presentations.
• Ensures compliance with company policy and government regulations. Performs research and write responses for Contract Management issues.
• Partners with the process owners and Subject Matter Experts to implement enhanced internal control processes and develop and implement enhanced policy and procedure documents.
• Establishes estimating assumptions, rationale, basis of estimate (BOE), learning curve, and new work, and for use in cost estimating assignments.
• Collaborates with TriWest staff to obtain detailed information about operations, discuss options regarding enhanced internal controls, and communicate project results in a clear, professional manner.
• Coordinates confidential information and maintain confidentiality of it.
• Regular and reliable attendance is required.
• Perform other duties as assigned by the VP of Contract Management.
